Depends on the applied toilet-technology i think. Could be different from country to country.
In Denmark the water doesn't turn either.
Maybe it is different in USA. I've been there twice - but though i remember a lot from my trips, i don't remember which form of technology. I certainly used it - and was very satisfied with it (relieved actually). German and danish toilet are diffent from eachother. At least in their looks. Technology is almost the same i think. A danish toilet has a hole in the middle near the bottom (near the ground that is). A german toilet has a bottom that is near the bottom (yes that one) - i wonder why. The close relation between the bottom(s) in a german toilet could be a problem, when you make a...A german reminds of a french bidet (maybe the germans use it as such? - i haven't asked anybody before, could even be, that a use it wrong). Both countries use a pipe formed as a N (i don't know the techical expression in english - directly translated it's a water-lock) - that's probably why the water isn't turning.
Well i think toilets is a big subject (i wasn't aware of that when i started). I think i'll try to find a picture of a danish toilet, so you can see it. Would you like to?
